
Girls Flag Football Instructional Information
2025 CIF State Rule Interpretations, July 7th
This document is intended to provide direction to the official
associations for the enforcement of penalties.
All questions regarding rule interpretations should be directed to the local area officiating associations or CIF Section for clarification.

2.3.2 -Screen blocking is taking a position to obstruct the path of an opponent without contacting the opponent with any part of the blocker's body.
9.3.2 -After assuming a legal position, a screen blocker may move to maintain a legal position by moving in the same direction or path as the opponent. Screen blocking shall take place without initiating contact during the process of the block. CIF has given everyone the language of “right of place”, “right of way”, and “contact with impact” to assist in this. To break it down — Obstruct The Path is Right of Place - Same Direction as Opponent allows for drop steps and side slides (never moving down field, in the opposite directions as their opponent) - If there is CONTACT, someone has committed a foul. Contact with Impact is intended to allow for a gentle brush of shoulders or a light touch on a player, without it being considered a foul. The NFHS rule book is obvious. Legal screen blocking will take place without contact. The CIF Sections and Officials Units should never hear from coaches that officials are saying that it was “incidental contact”. There is nothing in the NFHS rule book that allows for “INCIDENTAL CONTACT.” This is not part of the language CIF will use when determining if a foul was committed or not. If there is contact, we would, in most cases, have a foul. CIF officials will call these fouls until the coaches and players learn to play without contact. Leaders - CIF cannot continue to receive the high volume of calls, texts, and emails. We need officials to call this game tighter and ensure that contact is removed from play. Please have your officiating crews let the coaches know in pregame meetings that the directive from CIF is to remove the contact from the game. Please ensure that your officials have this directive and are calling the game correctly.
